Preparing for a debate, President Bill Clinton received 50 percent of the vote against Bob Dole's 41 percent. Turnout fell below 50 percent, the lowest level since 1924. Clinton emerged the winner in the US elections in November, and was the first Democratic president to be re-elected since 1944. He has to work with a Congress controlled by Republicans.
