Haiti's junta leader General Namphy wipes his face at an Army Day celebration shortly before the ill-fated presidential elections, which had to be postponed. Although Namphy had pledged to safeguard the election, soldiers were seen participating in the reign of terror in the streets of Port-au-Prince.
